Ministry of Road Transport and Highways : Transport Sector

The Driving License (DL) and Vehicle Registration Certificates (RC) are the subjects handled by individual States in the federal fabric of the country, under Central Motor Vehicle Rules, constituted and monitored by the Ministry of Road Transport and Highways. Issuance of Smart Card Based Driving License and Vehicle Data is the first effort of its kind in the country with defined national standards. The nature of the application is such that it mandates the requirements of interoperability across the country in terms of the Smart Card Operating System, Data Structure on Card  and the Symmetric Key Infrastructure required for security implementation.
